138/24 RWE – RENEWABLES
Rachel Palmer Community Engagement Manager introduced Dogger Bank D – Proposed Offshore Wind farm.
Discussion took place regarding:
- Dogger bank D -Brand new wind farm – discussed area of seabed and connection to the national grid.
- Near Creyke Beck – fix points – within facility of site, need converter stations .
- Route itself is outlined in brochure page 14.
- Councillors asked – Why come in from the left side of Walkington – can you not get through Bev side? Run out of space. Not possible for the east side.

- Hornsea 4 and dogger bank west side of Beverley.
- Cables 100-degree Celsius underground –2-3 m depth – can affect crop aboveground. Rachel advised informal feedback – that crops are growing faster.
- Expected to build in 2029 – statutory preferred route and preferred converter stations by summer 2025. Currently two on the 1079 present – would need one of those.
- Councillor Elvidge stated that SSE have one on 1079 – Rachel said it depend on how to go into Creyke beck. A & B are going into Creyke bank.
- Cable route for A & b could not take any more capacity – so cannot follow this route. Gas pipelines so cannot access that way.
- Parish Councillors asked if there will be a community benefit attached to project – will it come to the parishes or to ERYC – work with community and the council and find a way to administer the fund. There is a grant of up to £1000. RWE will try to keep completely separate from the planning process.
- Dogger bank D may work different to that of A & B – The fund should be available for the lifetime of the project.
- Dogger bank South RWE – Liaison with the schools – went to Beverley however did not get into Little Weighton schools & other local schools.
- Dogger bank – advised that primary schools are able to access stem education development paths. Working with teachers and schools to support their strengths. Cost is met – able to meet specialists.
- Councillor Armstrong asked – is there a requirement of the workforce to be local people – global supply chain, contractors for underground and sub stations, to increase local jobs etc. sustainability. As project develops may come back with key package about numbers locally – apprenticeships, local employment etc.
- Councillor Elvidgereported oncommunication channels stating that RWE are reasonable, Hornsea 4 (non-existent) – Dogger Bank D – hoping to be kept in loop. RWE response was that one consultation ended, will start statutory consultation and then submitting application for secretary of state approval.
- Councillor Tunnicliffe asked if there had been any consultation with the military – huge gas pipeline next to where they are building converter stations. RWE responded that the home office and national liaise on a regional basis & are aware. This is continually monitored.
- Councillor Elvidge – 2 options converter station – option 1 – cable line one goes through an ancient wood – is that option not too serious? Rachel – all options are available. We have around 200 metres – flexibility. Rachel said can go underneath wood and that is why they can go under the wood. Would not open trench – but may go under.
- Dogger bank windfarm generating energy in North Sea. Under construction – can get same amount of power from the seabed.
- Councillor Woodall asked about construction – Copple flat lane? asked if traffic routes and compounds etc to get machinery where needed – what are potential areas RWE Response – A Baseline survey will need to be carried out.
- Dogger bank south (ahead by around 2 years) stat DSO.
Orsted – For information: Geophysical and Archaeological Investigations are being carried out at the Hornsea 4 onshore substation site next to Creyke Beck substation and at the landfall site at Fraisthorpe Beach (8-week period commenced September 2024)

Flytipping has been reported: Mattress & Rubbish in two locations.
Comberdale Hill – Black Bags & car remains from crashes.
Discussion took place about solar signage for Riplingham Crossroads.
140/24 COMMUNICATIONS
- Newsletter – Will be ready for distribution 1st Week of November 2024.
- Christmas Light Switch on – will be held on the 6th of December at 6.00pm. Councillor Woodall & the Clerk will liaise with the Black Horse for a joint event.

- Training roundup – forthcoming dates for training – NOTED.
- ERNLLCA Conference 24th September 2024 held at Mercure Hull, Grange Park Hotel, Willerby HU10 6EA. – COUNCILLOR S.TURNER attended and reported to the Council.
8 speakers in attendance, holding workshops.
Trade Tables which included Streetscape who discussed Awards for All funding which is aimed to improved places for spaces.
Regarding future events, Councillor Turner provided Council with some points to consider from a legal perspective.
IT – Grants available to pursue gov.uk domain.
H&S – Asbestos ‘ Your Duty’ information.

144/24 WARD COUNCILLORS REPORT
Councillor Meredith reported as follows:
Potholes – near Rowley manor – Councillor Meredith has reported. Residents state adopted highways.
Biowise (fire at Willerby site).
Education Portfolio holder advised that from 1st September 2025 there will be no 6th Form provision at Cottingham Hight School form. Students will be offered alternative areas.
A164 cycle path – Keen cyclists have reported that the Paths need cleaning/Sweeping as a lot of debris on the paths.
Ward Councillors will attend a meeting with Grahams Contractors 16th oct visiting.
Car parking review has taken place.
Batteries – every settlement trying to find areas for bins. 100% of bin waste goes to Drax power.
145/24 HIGHWAYS
a. Chalk Path update – Nil claim return has been submitted each month. No invoice from ERYC. Funding team have asked clerk for an update meeting via Teams. (Arranged for 17th October 2024).
b. To receive update from ERYC on Eroded Pavement (Rowley Road)
Design work has begun to repair the eroded footway. ERYC aim to have the design completed by the end of October, at which point they can send it to a contractor for pricing and scheduling.
146/24 GROUNDS MAINTENANCE
- Fallen tree following severe high winds on The Butts was reported and cleared by ERYC.
- Ash Die back (Lilac Grove Trees) & further report of it on Playing Field Trees. Resolved: To ask Wold Trees to survey
- Tree Concern – The Green, North View – This will be included in survey from Wold Trees
