RESOLVED: Amendment to Minutes – Cllr K Brown was not present at September Meeting, Cllr P.Smith was present and had not been named. The minutes of the meeting held 1st September 2021, were then approved as a true & correct record.
124/21 PARISH COUNCIL VACANCY
Resolved – That Alan Raymond be co-opted as a Councillor of Rowley Parish Council. Cllr Raymond duly signed the Acceptance of Office and was welcomed to the Council.

126/21 – LITTLE WEIGHTON PLAYING FIELDS
Public Right of Way (Fencing) Fencing Contractor struggling with timber supply.
Play Park Inspection Report – The Inspection report had been circulated to Council. Discussion took place. It was agreed that the Agility Balance Trail will be removed due to the rotten timber. Minor works will also take place on 16th October 2021.
Playing Fields Gate – A new rota of Councillors locking the gate is to be distributed. Discussion took place with a view to installing a barrier/automatic gate. New gate signage also to be sought. Action: Cllr Smith

DECISIONS – 20/03226/VAR – Variation of Conditions 7 & 8 of permission 06/06256/PLF (Change of use from touring Caravans to siting of holiday units) to allow a lodge to be used as managers accommodation following demolition of existing managers bungalow at Croft Park, 55 Rowley Road, Little Weighton. Drainage Easement – Councillors to view site prior to letter confirming boundary & relinquishment of Easement.

RESOLVED – That the payments presented are approved
b)Internet Banking – Discussion took place regarding Internet Banking and recent payment issues with businesses not accepting Cheques. Guidance from ERNLLCA had been sought and circulated to Council. It was agreed to proceed with an Application to Barclays for Internet Banking to be set up.
Budget/Precept Meeting – The Finance Committee will meet on Thursday 11th November 2021.
132/21 WARD COUNCILLORS REPORT – No Ward Councillor Present.
133/21 HIGHWAYS
a) Chalk Path Rowley Road – Councillor Gill is pursuing Steven Murray for the Path
Specification.
- Rowley Road – A meeting took place with ERYC Highways Engineer in September 2021. Email confirmation received stated that ERYC are intending to haunch/widen Rowley Road, Rowley by up to 1.2m width (subject to agreeable ground investigation and the stats plans look like there should be no need for any diversions), surface overlay the carriageway for a distance of 1km between Socken Wood and the junction with Riplingham Road.
Works are expected to be carried out in financial year 2022/23, however no guarantee as ERYC earmarked funds can often be diverted to deteriorated highway schemes and major developments.
- Directional Sign – Cllr Smith reported that the Directional White Signpost on Walkington Road is in poor state of repair, some posts are rotten. The clerk will report issue to ERYC Highways Team to ask for them to replace like for like.

134/21 GROUNDS MAINTENANCE
a)Village Planters/Entry Signs – Pending quotations.
b) Soldier Silhouettes – are now complete and will be collected Thursday 7.10.21. Location for sockets to be agreed.
c) Flytipping – A large quantity of tyres tipped on Dunflat Road had been reported and awaiting collection.
